Vietnam

Bharat and Vietnam, with historical roots in their national struggle for independence, share traditionally warm and cordial friendly bilateral relations, upgraded as a comprehensive strategic partnership. Bharat has a long-standing development partnership with Vietnam that has made positive contributions towards capacity building, sustainable development goals and socio-economic development. Vietnam is also a development partner within the ASEAN mechanism and Mekong Ganga framework. Bharat’s development cooperation with Vietnam includes lines of credit, grants and capacity building.

 
 

Capacity Building

  • Capacity building programmes including through short-term and long-term training courses, play an important part in Bharat’s development cooperation efforts with Vietnam.
  • The Indian Technical and Economic Cooperation (ITEC) programme offers over hundred short-term courses in Indian institutions. 
  • Indian Council for Cultural Relations (ICCR ) provides about 50 annual scholarships to Vietnamese students and scholars for undergraduate, post graduate and doctorate studies in Bharat. As on date, more than 3000 Vietnamese participants have availed various courses under ITEC programme while another 500 students and experts have utilized ICCR scholarships in Bharat.

Grants & Concessional Finance

Bharat’s development cooperation with Vietnam ranges from industry to culture, health and IT and cyber, socio-economic projects, defence restoration and preservation of cultural and heritage assets. 

Grants 

  • Under the Mekong Ganga Cooperation  Framework, Bharat implements Quick Impact Projects (QIPs) across Vietnam. Since 2017, QIPs particularly support socio-economic infrastructure such as classrooms, facilities at old age homes, micro-irrigation, rural bridges. So far, 37 QIPs have been completed in 33 provinces of Vietnam. In addition, 19 QIP projects are at different stages of implementation. 
  • In the past, Bharat’s development cooperation included setting up English language training centres, establishing ICT training centres, providing supercomputers, training and technical assistance for Vietnamese institutions.

Line of Credit

Line of Credit was an important component of Bharat’s Development Partnership with Vietnam. Various lines of credit have been extended to Vietnam in the past to provide equipment for hydropower projects, railway locomotives, machinery for textile and agro-processing industries, support to research centres in the area of rice and buffalo, high speed guard boats.

Cooperation for heritage restoration

Bharat has provided technical assistance valued at USD 2.25 million for conservation and restoration of the world heritage Site of ‘My Son’ in Quang Nam Province of Vietnam, representing historical links between the two countries. This conservation work was carried out by experts from the Archaeological Survey of Bharat over after five years of intricate and meticulous work on site and handed over in December 2022. More heritage conservation projects are under implementation.
