Bangladesh

Bharat was the first country to recognize Bangladesh as a separate and independent state and established diplomatic relations with the country immediately after its independence in December 1971. Bharat's links with Bangladesh are civilizational, cultural, social and economic. There is much that unites the two countries – a shared history and common heritage, linguistic and cultural ties, passion for music, literature and the arts. This commonality is reflected in our multi-dimensional and expanding relations. Bharat and Bangladesh’s geographical locations complement each other and present an opportunity for both to further develop their connectivity links and economies.

 
 

Knowledge Sharing and Creation
Human resource development is a key component of Bharat’s development cooperation efforts in Bangladesh through its several ongoing training programs and scholarships. The Government of India has been providing training to Bangladesh Civil Service officials, police officials, judicial officials and judges, professionals, among others, at various premier training institutes in Bharat.

Capacity Building
An important Indian Technical and Economic Cooperation (ITEC) partner country, Bangladesh annually sees around 800 participants availing benefits of the ITEC training courses. Despite the courses shifting to virtual mode, training activities did not stall and over 180 Bangladeshi nationals engaged in the e-ITEC courses during this period. In March 2021, Bharat announced 1000 “Suborno Jayanti Scholarships” for Bangladeshi students and in February 2022, a dedicated website was launched for desirous Bangladeshi students wanting to study in premier Govt. of India educational institutes, including the Indian Institute of Technologies (IIT) and National Institute of Information Technologies (NIIT), and pursue under-graduation, post-graduation and M.Phil./Ph.D. courses.

Grants & Concessional Finance

Bangladesh is the biggest development partner of Bharat today. 

  • Bharat has extended 3 Lines of Credits (LOC) to Bangladesh in the last 8 years amounting to around US$ 8 billion for development of infrastructure in various sectors including roads, railways, shipping and ports. In addition to LOCs, the Government of India has also been providing grant assistance to Bangladesh for various infrastructure projects including, construction of Akhaura-Agartala rail link, dredging of inland waterways in Bangladesh and construction of India-Bangladesh Friendship Pipeline.
  • High Impact Community Development Projects (HICDPs) constitute an active pillar of Bharat’s development assistance. 
  • The Government of India has funded 74 HICDPs including construction of student hostels, academic buildings, skill development and training institutes, cultural centers, and orphanages etc in Bangladesh and another 14 HICDPs are being implemented, with all the 88 projects amounting to over USD 45 mn.
  • Development cooperation has emerged as a key pillar of the bilateral relationship. From modest beginnings in the years after Bangladesh's liberation, Bharat's development cooperation with Bangladesh has grown in size and coverage. With USD 8 billion in three Lines of Credit under implementation, Bangladesh has become Bharat’s largest development partner. The broad pillars of current development cooperation consist of the following: 
  • The first Line of Credit of US$ 1 billion was extended to Bangladesh in 2010 for developing infrastructure projects, mainly in fields of railways and public transport. Government of India had subsequently converted US$ 200 million out of the US$ 1 billion LoC as grant assistance in June 2012 and also increased the corpus to US$ 862 million.
  • A second LoC of USD 2 billion was announced during the visit of PM Narendra Modi to Bangladesh in June 2015. Under the 2nd LoC, 16 projects including mainly in the fields of Power, Railways, Road and Transport, Health and Technical Education etc had been identified and are at different stages of implementation. 
  • The third LoC of US $ 4.5 billion to Bangladesh was announced in April 2017 during the visit of Prime Minister of Bangladesh to Bharat.  Under the 3rd LoC 15 projects in the fields of Power, Railways, Road and Transport, Health and Technical Education, Imperial Tobacco Company of India Limited (ITC), Shipping and Solar based connectivity etc had been identified and are at different stages of approvals and implementation.
  • Government of India has gifted 3.3 million Covishield (Oxford-AstraZeneca vaccines) to Bangladesh to assist in its fight against the pandemic. Government of India has also supplied 15 million vaccine doses commercially and 9.78 million doses under COVAX scheme. Further, two ‘Mobile Oxygen Plants’ were gifted to Bangladesh with the help of INS Savitri in September 2021. 
  • In yet another first, Bharat operated ‘Oxygen Express’ trains to transport Liquid Medical Oxygen (LMO) in railway containers, as part of commercial purchases made by Bangladesh. 20 such trains operated during the second wave of Covid-19.
  • As another friendly gesture, about 20 tons of necessary medical supplies including Oxygen Nasal Cannula, Oxygen Face Mask, Oxygen Flow Meter, Non-rebreather Mask, Pulse Oxymeter, High Flow Nasal Canula, Medical Oxygen Cylinder and Infrared Thermometer was gifted to Bangladesh in August 2021. Bharat also handed over 109 Life Support Ambulances across Bangladesh in line with PM of Bharat’s commitment.
